Damian Quillan can fight his £500 fine by quoting the legal definition of flytipping, as defined by the House of Commons Library document that states:
“What is fly-tipping?
Fly-tipping is the illegal disposal of household, industrial, commercial or other ‘controlled’ waste. The waste can be liquid or solid. ‘Controlled’ waste includes garden refuse and larger domestic items such as fridges and mattresses.”

Mr Quillan did not “dispose” of the doors.
Disposal is a final act of getting rid of something.
That would have happened when he took the doors to the recycling centre.
What next? Fining mothers who leaving prams outside shops? Or mobility scooter users when they go into post offices?
Both can be construed as “larger domestic items”, and both can block pavements.
