I REFER to the letter from James Smart published in the Bournemouth Echo on April 9.
Following a significant period of discussion, negotiation, and scheme revisions, the Planning Board resolved to grant the planning application for the redevelopment of the Kinson shopping precinct with a supermarket and commercial units.
This was subject to the completion of a legal agreement which aimed to secure mitigation measures to enhance local public transport, cycling and walking facilities adjacent to the development in addition to other road safety measures and the improved junction arrangements to access the site.
It is standard practice for the developers to facilitate these improvements, which were required to enable the development to work and ensure highway safety.
Following the resolution to grant planning permission, the developers, in conjunction with the proposed store operator, Tesco Stores Ltd, undertook a review of the economics of the scheme which resulted in a decision not to complete the legal agreement to secure the required highway works.
Following the positive outcome of the planning application process and the resolution of Planning Board to grant consent, the Council remains disappointed that the applicant has failed to sign the legal agreement to enable this development to proceed to support the regeneration of Kinson.
However, the developers have stated that they remain committed to the redevelopment of the site, once they have gained vacant possession.
The Council continues to be open to discuss any revised proposals which will facilitate the redevelopment of this area.
COUNCILLOR DAVE KELSEY, Chairman, Planning Board
